The Verwaltungsrat ('Supervisory board') is one of the two bodies of the Institute. They decide on all fundamental affairs (promulgation of statutes, appointment of the president, determination of the budget, formation of Ausschüsse für Grundsatzfragen ('committees dealing with basic issues') and their composition, formation and staffing of Sachverständigenausschüsse ('expert committees')); however, it is also their responsibility to finance DIBt according to the Agreement. Representatives of all parties to the Agreement (Federal and Laender Government(s) are on the Verwaltungsrat ('Supervisory board'). At present Hamburg's representative – Herr Werner Koch, Freie Hansestadt Hamburg Behörde für Stadtentwicklung und Umwelt – Amt für Bauordnung und Hochbau – is presiding over the committee.
The Verwaltungsrat ('Supervisory board') sets up and designates committees to support DIBt in fulfilling its tasks which are: Ausschüsse für Grundsatzfragen ('Committees dealing with basic issues') and expert committees.
The Ausschüsse für Grundsatzfragen ('committees dealing with basic issues') have the task of giving advice to the Institute on fundamental technical and legal questions. There are three Grundsatzausschüsse for questions along inter-disciplinary lines concerning the proof of the fitness for use and verification of applicability (GA 1), for advising the Institute on questions dealing with pollution control, public health care and protection against hazards at work (GA 2) and for advising the Institute on questions dealing with water and soil protection (GA 3). One representative from the Laender and up to ten representative from the Federal Government(s) are on the committee.
The Sachverständigenausschüsse ('expert committees') are set up to give technical advice to the Institute. More than 600 honorary experts from science, economy and administration are on approx. 60 Sachverständigenausschüsse ('expert committees').
DIBt is furthermore on and cooperating with various European and national committees (EOTA, UEAtc, Bauministerkonferenz () as well as CEN and DIN).
