European Union - Commission
One of the most important organs of the EU is the Commission. It is custodian of the contracts and European executive at the same time. Its role is unmistakably defined in the draft constitution: "The European Commission promotes the general European interests and takes appropriate initiatives for this reason." Among its functions rank inter alia the preparation of law proposals (as only organ!), the transposition of the EU policy, administration of EU funds and supervision of the observance of the European Treaties. The Commission is supported by 36 Directorates-General.
The EC Treaty obliges the Commission to check whether the European law is being observed in the entire internal market. In the case of violations it is the body which must admonish or take the states concerned to the European Court of Justice.
