Construction products and techniques for temporary structures
Temporary structures are repeatedly erected and taken down. They include, for example, bleachers, tents and rides for fairgrounds. Temporary structures are special structures within the meaning of Section 2 of the Model Building Code (Musterbauordnung) and are hence relevant from a regulatory point of view.
Regulatory framework
Temporary structures do not fall under the Construction Products Regulation (Regulation (EU) No 305/2011). However, they are considered as structural works under national law in accordance with Section 2 of the Model Building Code.
DIBt grants national technical approvals (abZ) and/or general construction technique permits (aBG) in cases where the products or construction techniques deviate significantly from the applicable Technical Building Rules, cf. in particular MVV TB, Section B 2.1.
An example of such a case is if design assisted by testing is used to determine characteristic values in order to come to a more economical design solution for the temporary structures or if tests for verification of sufficient robustness are required.
National procedure

For a first assessment, please send us the following information:
- Description of the construction product and its intended field of use
- e.g. material, configuration, number of sizes, variants, dimensions
- e.g. use in walls, ceilings, interior construction, building services
- Description of the construction technique and its field of application
- e.g. design of walls, ceilings, elements, etc., and interaction of components
- e.g. application in foundation engineering, reinforced concrete construction, building insulation; as load-bearing or non-load-bearing component; under static and quasi-static loading; fire exposure; other environmental exposures
- Information regarding impact on regulatory concerns
- in particular structural integrity, fire protection, health and environment protection, sound insulation as well as thermal performance
- Explanation of need for an abZ/aBG
- Do you significantly deviate from the Technical Building Rules?
- Or do neither Technical Building Rules nor generally recognised technical rules exist?
