Third-party services for construction products
To affix the national conformity mark Ü or the CE marking to their construction product, manufacturers are in some cases required to involve independent third-party bodies. These are usually testing laboratories, inspection or certification bodies. Their role is to ensures the conformity of the construction product and the production process with the applicable technical specifications.
National conformity mark Ü
Whether your construction product requires third-party involvement for the affixing of the national conformity mark (Ü mark) is laid down in the Building Codes of the federal states and the associated provisions. You can find the applicable conformity confirmation procedure for your product in the Administrative Provisions – Technical Building Rules (VV TB), Part C or the national technical approval (abZ).

CE marking
You can find the assessment and verification system(s) (AVCP or AVS) applicable to your construction product in the harmonised product standards or European assessment documents under the Construction Products Regulation (Regulation (EU) No 305/2011 or Regulation (EU) 2024/3110).

DIBt notifies and recognises third-party bodies
In Germany, institutes and organisations wishing to offer third-party services related to construction products need either
- a recognition in accordance with the Building Codes of the federal states
- a notification as a testing laboratory or certification body ('notified body' or NB for short) under the Construction Products Regulation
DIBt is responsible for recognising of independent third-party bodies in accordance with the Building Codes of the federal states. The Institute has also been designated by Germany as the national notifying authority for testing laboratories and certification bodies under the Construction Products Regulation.
