Construction products detail

Insulation products for external thermal insulation composite systems (ETICS)

Insulation products for external thermal insulation composite systems (ETICS) are components for integration into the system. They are fixed to the substrate using adhesive mortar and/or mechanical fixings (fasteners, profiles etc.).

Insulation products for application in external thermal insulation composite systems can only be regulated separately if they are not covered by existing technical specifications or if they deviate significantly from these technical specifications.

Regulatory framework

DIBt grants national technical approvals (abZ) and issues European Technical Assessments (ETA) for these products.

The design and execution of the insulation products in the external thermal insulation composite system is governed by the construction technique permit (aBG) included in the national technical approval/general construction technique permit for the ETICS.

As a result of the implementation of the judgement of the European Court of Justice of 16 October 2014 in case C-100/13, national technical approvals are no longer granted for products if they bear the CE marking on the basis of the Construction Products Regulation (Regulation (EU) No 305/2011). The products may not be marked with the national conformity mark. Approvals for which the period of validity has not yet expired are listed below. They can be used on a voluntary basis to prove fulfilment of the regulatory requirements.

National procedure

A national technical approval (abZ) and/or oder general construction technique permit (aBG) is granted upon application (see Model Building Code (MBO), Sections 16a(2) and18(2) and (4)). This also applies to amendments and supplements to, or renewals of existing approvals and/or construction technique permits.

No formal requirements apply. The following information is needed: name and address of the applicant, description of the product and/or construction technique and its field of use or application, type of decision required (new decision, amendment or supplement to, or renewal of, an existing decision).

European Technical Assessment (ETA)

To start the ETA procedure, please submit the form below. We will then check if the prerequisites for issuing an ETA are met, i.e., in particular, if the product is not fully covered by an existing harmonised standard. If the prerequisites are met, we will check whether a European Assessment Document (EAD) covering the requested assessment scope already exists or still needs to be developed. If an EAD needs to be developed or amended, a complete technical file needs to be established before the procedure can begin.
